The Socio-Economic Rights and Accountability Project (SERAP) has called on President Bola Ahmed Tinubu to direct a full investigation into the alleged missing or diverted ₦26.9 billion from the Universal Service Provision Fund (USPF), warning that the allegations point to serious breaches of public trust.
In a statement on Sunday, May 10, SERAP said it had formally petitioned the President over the matter, urging immediate action to uncover the whereabouts of the funds and ensure accountability in the management of the USPF.
The organisation urged the President to direct the Minister of Communications, Innovation and Digital Economy, Dr. Bosun Tijani, and the Secretary of the USPF, Yomi Arowosafe, to account for the funds and explain how they were managed.
SERAP also called on the Attorney General of the Federation and Minister of Justice, Lateef Fagbemi, SAN, alongside relevant anti-corruption agencies, to promptly investigate the allegations and ensure that those responsible are brought to justice if evidence is established.
It stressed that any persons found culpable should be prosecuted, while any missing or diverted public funds should be fully recovered and returned to the national treasury.
The concerns are contained in the latest Auditor-General’s report published on 9 September 2025, which reportedly flagged several financial irregularities within the USPF.
According to SERAP, the allegations include unaccounted expenditures, failure to remit statutory funds, irregular contract awards, and payments for services not rendered, all of which raise serious concerns about financial accountability within the agency.
SERAP further warned that any failure to act decisively on the allegations would undermine public trust, worsen inequality, and deprive underserved communities of essential digital infrastructure and connectivity services.
