BudgIT, Africa’s leading civic-tech organization dedicated to transparency and accountability, has officially announced the appointment of Mr. Vahyala Kwaga as its Country Director for Nigeria, effective April 1, 2026.
The appointment follows a strategic leadership transition within the organization. Mr. Kwaga, who previously served as the Deputy Country Director, is expected to leverage his extensive background in governance, research, and institutional leadership to steer the organization’s Nigerian operations toward greater policy influence.
A Legacy of Institutional Growth
Since joining BudgIT in 2021, Kwaga has climbed the ranks through several pivotal roles, including Senior Researcher and Head of the Open Government and Institutional Partnerships (OGIP) unit. His tenure has been marked by a significant strengthening of the organization’s research output and a deepening of its engagement with public policy frameworks.
Before his transition into the civic-tech space, Kwaga built a robust professional portfolio across the legal and private sectors. His experience as a Legal Officer, Senior Research Associate, and Managing Partner has provided him with a unique blend of legal depth and practical insight into Nigeria’s complex public systems.
A Vision for Policy Influence
In his inaugural statement, Kwaga outlined a clear roadmap for his leadership, emphasizing the need to move beyond data collection toward actionable insights.
“My focus is to position BudgIT not only as a leading source of public finance data, but as a centre of analysis and insight that actively shapes policy outcomes,” Kwaga stated. “We will deepen the citizen-government interface through more consistent engagement platforms, while strengthening our internal capacity to deliver at the highest standard.”
He further noted that his administration would prioritize improving the quality of work across all programs and securing sustainable funding to scale the organization’s impact on the lives of Nigerians.
Endorsement from Leadership
Oluseun Onigbinde, BudgIT’s Global Director and Co-founder, expressed full confidence in the new appointment, noting that Kwaga’s expertise aligns with the organization’s long-term evolution.
“Vahyala embodies the depth of expertise and clarity of purpose required to lead BudgIT at this stage. His leadership reflects a strong grasp of both the technical and institutional dimensions of governance,” Onigbinde said.
BudgIT also extended its gratitude to Mr. Joseph Amenaghawon, who provided steady leadership during the transition period. Amenaghawon will continue his work as the Head of Civic Hive while maintaining administrative oversight of the Lagos office.
Academic and Professional Foundation
Kwaga’s leadership is backed by a distinguished academic record. He holds an LLB from Ahmadu Bello University and a First Class LLM from the University of Ibadan. He is currently advancing his expertise as a PhD candidate in Public Administration at Babcock University.
As governance challenges in the region become increasingly complex, Kwaga’s appointment signals BudgIT’s reinforced commitment to driving reforms and advancing public accountability across the African continent.
