Tracka Demands Clarity Over Kano’s N235.4m Classroom Project

Tracka has asked the Kano State Government to clarify the status and location of a N235.4 million classroom project listed in the state’s 2025 budget implementation records.

The civic technology platform, run by the BudgIT Foundation, said the money was recorded in the Kano State Q4 2025 Budget Implementation Report (BIR) for the construction of two four-classroom blocks, including an office and store, at the Government Girls Secondary School (GGSSS), Permanent Site, Massu, in Sumaila Local Government Area.

Tracka said it later visited Massu community and other parts of Massu Ward in June 2026 to verify the project but could not find the school or the classroom blocks mentioned in the government document.

It was on the basis of the government’s financial records and the outcome of its field visit that Tracka published its findings on August 5, asking the relevant authorities to explain the status and location of the project.

SUBEB Seeks Clarification

The matter took a new turn after the Kano State Universal Basic Education Board (Kano SUBEB) invited Tracka to a meeting on August 10.

Tracka said its Kano State officer attended the meeting, where SUBEB officials explained that the project did not fall under the board’s jurisdiction.

According to Tracka, the officials also said the projects handled by SUBEB had different descriptions and that the inclusion of the board as the implementing agency in the particular budget line could have been an administrative error.

SUBEB, Tracka said, promised to look into the matter and provide documents that would help establish the correct beneficiary school and other details of the project.

For Tracka, the meeting was part of the normal process of checking information contained in public records and giving the relevant authorities an opportunity to respond.

“We raised a concern based on available public records and field evidence, engaged the responsible institution when questions arose, and remained open to receiving official clarification,” Tracka said.

Another Project Listed for Massu

Tracka also said its concerns were not limited to the N235.4 million classroom project.

It identified another entry in the same Q4 2025 Budget Implementation Report for the construction of two Science/Home Economics laboratories at GGSSS Permanent Site, Massu Community, with an allocation of more than N100 million.

The organisation said it was also unable to independently locate the school mentioned in that project description during its field verification.

Tracka said it has more than 300 community champions across Kano State who assist with monitoring public projects and verifying government spending at the community level.

Despite the network, it said it had not been able to establish the physical location of the school referenced in the two budget lines.

Tracka Awaits Further Findings

Tracka said it would update its report if Kano SUBEB provides new information or documents establishing where the projects are located and confirming their implementation.

The organisation also called on Kano State agencies to ensure that information contained in their Budget Implementation Reports is accurate and consistent, particularly details about project locations, implementing agencies and descriptions.

It said unclear or inaccurate records make it harder for citizens and civil society organisations to track how public funds are being spent.

Tracka maintained that its investigation was based on information contained in the state’s own records and the findings of its field verification, adding that it remains open to correcting or updating its findings when verifiable official information becomes available.
