The Federal Government has announced the approval of a ₦17 billion Community-Based National Social Action Fund aimed at driving grassroots development across Nigeria’s 8,804 wards, alongside the upgrade of a major health institution in Zaria to strengthen public health capacity.
Community-Led Development Initiative Takes Centre Stage
The initiative, approved by President Bola Ahmed Tinubu, will establish a Community-Based National Social Action Fund Taskforce to accelerate socio-economic development at the local level.
Under the programme, each ward will partner with a verified community-based organisation or association to implement priority projects tailored to local needs, marking a shift toward community-driven governance and service delivery.
The move builds on earlier reforms, including the Social Action Fund (SAF) introduced in September 2023 and the Community-Based Procurement Platform approved in January 2026, which simplifies access for grassroots organisations to execute projects valued at up to ₦50 million.
Funding, Timeline, and Oversight Framework
To ensure smooth implementation, the President approved a project timeline running from March to December 2026, with a Programme Management Unit domiciled within the Sector-Wide Approach (SWAp) Coordination Office of the Federal Ministry of Health and Social Welfare.
The Federal Ministry of Finance and the Office of the Accountant-General of the Federation have been directed to release ₦17 billion into a ring-fenced intervention account to fund implementation, monitoring, communication, and accountability mechanisms.
Speaking on the development, the Coordinating Minister of Health and Social Welfare, Muhammad Ali Pate, emphasised the significance of the initiative.
“This approach places communities at the centre of development. By enabling each ward to identify and implement its priority needs, we are unlocking practical solutions that directly improve livelihoods and strengthen service delivery where it matters most,” he said.
He added that planned interventions will include nutrition support programmes, provision of essential health commodities such as micronutrients and therapeutic foods, and minor infrastructure upgrades in schools, health facilities, and sanitation systems.
Multi-Agency Taskforce to Drive Implementation
The Taskforce will be chaired by the Coordinating Minister of Health and Social Welfare and will include top government officials such as the Ministers of Finance and Humanitarian Affairs, alongside key agencies including the Bureau of Public Procurement, the Budget Office of the Federation, and the Independent Corrupt Practices and Other Related Offences Commission (ICPC).
Zaria Health Institution Upgraded
In a related development, President Bola Ahmed Tinubu has approved the upgrade of the National Tuberculosis and Leprosy Training Centre (NTBLTC), Zaria to the National Institute of Public Health and Infectious Diseases.
The upgrade is designed to strengthen Nigeria’s disease surveillance systems, emergency preparedness, and rapid response capabilities, in line with the administration’s Renewed Hope Agenda.
The new institute is expected to serve as a multidisciplinary hub for public health training, research, and workforce development, expanding access to advanced learning while improving the country’s readiness to manage infectious disease outbreaks.
