NITDA Signs Sovereign Cloud Framework for Digital Growth

Nigeria has officially start the National Sovereign Cloud Initiative (NSCI) to safeguard its public data, modernize government services, and position the country as a major digital infrastructure hub in West Africa.

The National Information Technology Development Agency (NITDA) finalized the push by signing three significant regulatory documents: the National Cloud Computing Guideline, the National Cloud Technical Guideline, and the National Digital Infrastructure Assurance Framework (NDIAF), alongside presenting a comprehensive National Cloud Investment Strategy.

Protecting Data and Economic Power

The new framework establishes national standards for cloud adoption, security assurance, and local data hosting. By setting clear technical and regulatory rules, Nigeria aims to attract foreign investment in data centers, artificial intelligence compute, and digital trade.

“Cloud infrastructure is a strategic national asset powering digital government, financial services, AI, and national economic resilience,” said Kashifu Inuwa Abdullahi, Director General of NITDA. “This signing marks our transition from policy development to active implementation, providing the regulatory certainty needed to protect our digital sovereignty while unlocking sustainable economic growth.”

Securing Financial Infrastructure

The initiative works alongside existing banking security regulations, particularly the Central Bank of Nigeria’s (CBN) data localization rules. Localizing cloud infrastructure ensures critical payment systems remain secure against external shocks.

Representing CBN Governor Olayemi Cardoso, Dr. Rakiya Opemi Yusuf, Director of the Payment System Supervision Department, emphasized that financial stability now depends heavily on digital reliability. “Financial stability extends far beyond traditional banking to mobile payments, electronic transfers, and fintech,” Yusuf said. “NITDA’s assurance framework complements our data localization efforts by strengthening digital infrastructure security across the financial sector.”

Immediate Rollout and Governance

Implementation of the NSCI will begin immediately using a phased approach. NITDA plans to launch a Sovereign Cloud Governance Committee to oversee compliance. By October 2026, the agency intends to deploy a national digital regulatory platform to onboard, assess, and certify all cloud service providers operating within Nigeria.
