In a significant move toward digitizing public service and enhancing transparency, the National Information Technology Development Agency (NITDA) and Dataphyte Foundation have officially inaugurated the Multi-Stakeholder Coordination Group (MSCG).
This group is tasked with the critical implementation of the National Action Plan (NAP IV) Digital Governance commitments.
The initiative gains additional momentum following its recent international recognition, having secured the OpenGov Challenge Award at the 2025 OGP Global Summit. The newly formed MSCG will serve as the primary engine for driving these award-winning digital reforms across the federation.
A Coalition for Digital Transformation
The MSCG represents a robust bridge between the public sector and civil society. The group features high-level representation from key Federal Ministries, Departments, and Agencies (MDAs), including the Bureau of Public Procurement (BPP), Central Bank of Nigeria (CBN), and the Nigerian Communications Commission (NCC).
Other pivotal government stakeholders include the Nigeria Inter-Bank Settlement System PLC (NIBSS), Galaxy Backbone, and the Federal Ministry of Communication, Innovation and Digital Economy (FMCIDE). This inter-agency collaboration is designed to ensure that digital governance is not siloed but integrated across all financial and technological regulatory frameworks.
Civil Society and Oversight Integration
Beyond government agencies, the inauguration emphasized the role of non-state actors in ensuring accountability. The Civil Society Coordinator for the OGP, Mr. Uchenna Arisukwu, was in attendance alongside influential groups such as the Integrity Group, DigicCivic Initiative, and Spaces for Change.
Standardizing Excellence: The Digital Toolkit and Scorecard
A highlight of the inauguration was the presentation of the strategic working documents developed by the Dataphyte Foundation. These include the Digital Governance Toolkit and the Scorecard, which are intended to provide a standardized roadmap for MDAs at both federal and subnational levels.
“The Toolkit serves as a practical guide for the adoption of ethical, inclusive, and interoperable digital transformation by Nigeria’s MDAs, while the Scorecard acts as the indicator framework and performance assessment methodology for digital adoption,” stated Oluseyi Olufemi, Dataphyte Country Director, during the presentation.
