The Lagos State Health Management Agency (LASHMA), through its emergency intervention arm, LASHMA-Assistance in Distress (LASHMA-AID), has successfully revived and provided free comprehensive medical treatment for Kindness Tingni, an unconscious 22-year-old pregnant woman from Plateau State, who subsequently gave birth to a healthy baby girl.
The Emergency Rescue and Medical Intervention
The medical emergency began on June 6, 2026, around 9:00 PM when LASAMBUS operators discovered Tingni unconscious on Allen Avenue in Ikeja. LASHMA-AID immediately coordinated with the Lagos State University Teaching Hospital (LASUTH) to secure bed space and initiate immediate stabilization treatments. While continuing her recovery at the tertiary health facility, Tingni went into labor and safely delivered her baby girl on June 21, 2026.
During the official handover ceremony of the mother and child to Plateau State representatives at the LASUTH Conference Room in Ikeja, the Permanent Secretary of LASHMA, Dr. Emmanuella Zamba, lauded the strategic infrastructure that enabled the rescue.
“We are here today to commend LASUTH and draw the attention of everyone, both at home and abroad, to what the Lagos State Government is doing towards providing emergency services to ILERA EKO Enrollees and the vulnerable. LASHMA will ensure that the programme is sustained so that everyone in emergency situations, either indigenes or non-indigenes, will continue to benefit,” Dr. Emmanuella Zamba, Permanent Secretary, LASHMA stated.
Executive Order Impact and Program Funding
The intervention forms part of a broader healthcare safety net enacted by Governor Babajide Olusola Sanwo-Olu, who signed an Executive Order provisioning funds for the stabilization of Lagos residents facing life-threatening emergencies. LASHMA-AID is sustainably funded through a hybrid model comprising a percentage of the Equity Fund provided by the Lagos State Government alongside a dedicated fraction embedded within the premium paid by ILERA EKO enrollees.
The Chief Medical Director of LASUTH, Prof. Adetokunbo O. Fabamwo, highlighted the critical timing of the medical team’s response, noting that Tingni was not yet in labor when she arrived in a critical state.
“Upon her arrival, her managed care commenced immediately and she was stabilised. It was at the point that the Hospital was about to transfer her to where she could conveniently stay under the Law, as she has no accommodation, that she fell into labour and delivered her baby girl,” Prof. Adetokunbo noted.
Inter-State Collaboration and Reintegration
Following the delivery, LASUTH management engaged the Plateau State Liaison Office in Lagos to organize a safe relocation plan. Dr. Zamba appealed to the Plateau State Government to provide long-term housing and economic empowerment for Tingni, who currently lacks a stable livelihood.
Representing the Plateau State Commissioner for Women Affairs, Mrs. Caroline Pamglang Dafur, the Principal Administrative Officer of the Plateau Liaison Office, Mrs. Philomena Yakubu, expressed deep gratitude to the Lagos State team.
“If not for the swift intervention of LASHMA, only God knows what could have happened. Tingni and her baby will be taken care of and looked after because the good health, safety and protection of both the mother and child are of great concern to our State Government,” she said.
The beneficiary, Kindness Tingni, expressed profound relief, admitting she feared the worst during her period of unconsciousness. She extended her gratitude to Governor Sanwo-Olu, LASHMA, and the LASUTH Social Welfare Department for saving her life and that of her newborn.
Since its operational launch in March 2026, following its December 2025 establishment, LASHMA-AID has successfully intervened in 34 life-threatening cases, preserving the lives of 26 vulnerable residents and 8 ILERA EKO enrollees.
