In a significant move to fortify the state’s digital frontiers, the Lagos State Government has officially unveiled its Comprehensive Cybersecurity Guidelines. This strategic framework is designed to provide a robust layer of protection for small businesses, large enterprises, and public institutions, ensuring that the state’s rapid transition into a global SMART City is backed by high-level digital safety.
The initiative comes at a critical time as Lagos continues to solidify its position as Africa’s most vibrant technology ecosystem. However, this growth has brought increased exposure to digital threats. Data from the National Information Technology Development Agency (NITDA) indicates that Nigeria loses approximately $500 million (₦250 billion) annually to cybercrime a figure that underscores the urgency of the state’s new protective measures.
Bridging the Gap Between Innovation and Security The newly released guidelines act as a practical roadmap for navigating the complexities of the digital age. Rather than imposing rigid mandates, the document offers scalable best practices tailored to the specific needs of various stakeholders, from sole proprietorships to Ministries, Departments, and Agencies (MDAs).
The framework is meticulously aligned with existing national laws, including the Cybercrime Act (2024), the Nigeria Data Protection Act (2023), and the National Cybersecurity Policy and Strategy (2021). By harmonizing local efforts with national standards, Lagos aims to build a resilient and future-ready digital economy that attracts international investment.
Leadership in Digital Governance The Commissioner for Information and Strategy, Mr. Gbenga Omotoso, highlighted that a secure digital environment is foundational to public trust and economic stability.
“The release of these guidelines underscores Lagos State’s unwavering dedication to safeguarding digital assets and enhancing public-private collaboration,” the government stated. “A cybersecure Lagos is essential for sustaining its position as one of the most dynamic and globally competitive tech hubs of the 21st century.”
The government further extended special recognition to the Lagos State Cybersecurity Advisory Council, chaired by Prof. Fene Osakwe, for their technical expertise. Additionally, the Honourable Commissioner for the Ministry of Innovation, Science and Technology, Mr. Tubosun Alake, was commended for his instrumental vision in driving the initiative from conception to launch.
Future-Proofing the SMART City As cyber threats continue to evolve, the state has pledged that these guidelines will not be static. The government intends to regularly refine and expand the framework to address emerging technologies and sophisticated hacking trends.
