The Federal Government has initiated targeted measures to fast-track the local production of Rapid Diagnostic Test (RDT) kits and In-Vitro Diagnostics (IVDs), aiming to enhance domestic manufacturing, secure the nation’s health value chain, and expand access to critical medical testing nationwide.
Strategic Review Drives Local Manufacturing Push
The decision follows a high-level strategic review meeting led by the Coordinating Minister of Health and Social Welfare, Prof. Muhammad Ali Pate. Key stakeholders—including the Federal Ministry of Health and Social Welfare, the Presidential Initiative for Unlocking the Healthcare Value Chain (PVAC), the National Agency for Science and Engineering Infrastructure (NASENI), and Troment Biotechnology Limited gathered to evaluate the operationalisation of a new facility dedicated to manufacturing test kits for malaria, tuberculosis, and other priority diseases.
The initiative directly aligns with President Bola Ahmed Tinubu’s Executive Order on Increasing Local Production of Healthcare Products, which seeks to reduce Nigeria’s reliance on imported medical supplies while expanding industrial capacity.
Government Mandates Fast-Tracking of Key Agreements
To remove administrative hurdles, Prof. Pate instructed the immediate processing of the Advance Purchase Guarantee (APG) Agreement. He directed the Ministry’s legal and technical teams to collaborate with the Office of the Attorney-General of the Federation, NASENI, and Troment Biotechnology Limited to finalize all outstanding legal framework requirements promptly. Regular review sessions have also been mandated to guarantee project timelines are met without further delay.
Health Security and Economic Benefits
Speaking on the strategic value of the project, Prof. Muhammad Ali Pate emphasized that domesticating diagnostic production is vital for both national security and public health access across the country.
“Local manufacturing of diagnostics is not just an economic priority; it is a health security imperative,” said Prof. Pate. “We are removing every bottleneck to accelerate production and deliver affordable test kits to Nigerians.”
Strengthening the National Healthcare Value Chain
The drive forms a core component of the government’s Renewed Hope Agenda, managed structurally under the Presidential Initiative for Unlocking the Healthcare Value Chain (PVAC). By localizing the production of essential healthcare commodities, the government aims to strengthen health security, curtail import dependency, stimulate industrial growth, and generate skilled employment opportunities, ultimately positioning Nigeria as a regional hub for medical manufacturing.
