The Lagos State Government’s private sector-driven facility management model has received significant praise for its profound impact on healthcare delivery and economic growth. The initiative, spearheaded by Governor Babajide Sanwo-Olu, is currently being evaluated during an ongoing Facility Management Assessment Tour across public health institutions in the state.
During an evaluation exercise conducted by the Lagos State Infrastructure Asset Management Agency (LASIAMA), industry experts noted that outsourcing these critical services to competent private firms has created measurable value for both medical institutions and Lagos residents.
Driving Excellence in Hospital Operations
Speaking on the impact of the initiative, the Managing Director of Pillars and Frames Ltd. and immediate past President of IFMA Nigeria, Mr. Segun Adebayo, described the Governor’s strategy as both timely and essential.

Currently, Pillars and Frames Ltd. provides integrated facility management services within healthcare facilities in Badagry. Their operations cover janitorial services, waste management, environmental sanitation, equipment maintenance, security, and power supply management.
Solving the Power and Waste Challenge
Uninterrupted power remains a cornerstone of efficient healthcare delivery, especially where life-saving medical operations require constant electricity. To combat grid instability, the facility management model utilizes a multi-layered power support system comprising generator sets, solar energy solutions, and electricity supply from the Eko Electricity Distribution Company. While progress is evident, experts emphasize that sustained investment is required to achieve absolute round-the-clock power availability across all institutions.
Hospital safety has also seen a major upgrade through strict hazardous medical waste segregation procedures. Under the current framework, technical teams ensure that medical waste is properly isolated using designated yellow bags, backed by regular staff training to maintain rigorous safety standards. The operation in Badagry alone maintains a dedicated workforce of 55 personnel, including security operatives, cleaners, mechanical engineers, and technical officers.
Preserving Infrastructure and Boosting the Economy
Beyond cleaner and safer hospitals, the institutionalized maintenance culture driven by LASIAMA doubles as an economic catalyst for skilled service providers. By maintaining these high standards, the state is actively preserving public infrastructure while creating job opportunities.
The framework has already strengthened healthcare support services and created employment across Maternal and Child Care centers (MCCs) throughout Lagos State. Given the proven success of the policy in improving operational efficiency and infrastructure sustainability, there is a growing call for the State Government and LASIAMA to expand this framework to other public institutions across Lagos.
