In a decisive move to overhaul the quality of learning in Nigeria’s commercial capital, the Lagos State Government has officially launched a comprehensive Strategic Plan for the Office of Education Quality Assurance (OEQA).

The roadmap, aligned with the state’s THEMES+ Agenda, aims to digitize school operations and elevate academic outcomes to global benchmarks.

A Vision for Global Competitiveness

The Commissioner for Basic and Secondary Education, Mr. Jamiu Tolani Alli-Balogun, unveiled the document on Wednesday at the Lagos Chambers of Commerce and Industry (LCCI). He described the initiative as a transformative policy that signals a renewed OEQA focused on professionalism and credibility.

Addressing the stakeholders, Alli-Balogun emphasized that the plan is designed to secure the future of the state’s youth.

“This represents a renewed OEQA that is more focused and professional in partnering with relevant agencies to improve learning outcomes, enhance teacher capacity, and ensure that the future of education in Lagos State is secure, credible, and globally competitive,” the Commissioner stated.

Automation and Public Sector Reform

A major highlight of the new strategy is the proposed automation of private school registration. This shift is expected to drastically reduce the need for physical visits to OEQA offices, eliminate human interference, and streamline regulatory processes.

Supporting this vision, the Permanent Secretary of the Ministry, Mrs. Abisola Dokunmu-Adegbite, delivered a presentation on the necessity of strategic planning in the public sector.

She noted that the move would lead to standardized learning outcomes and data-driven decision-making. According to Dokunmu-Adegbite, the plan ensures that government policies translate into measurable improvements in the classroom rather than remaining just on paper.

The ‘SCRIPT’ Framework for Success

The Director-General of OEQA, Dr. Sulaimon Olagoke Ogunmuyiwa, who recently marked his first 100 days in office, called for total staff buy-in to ensure the plan’s success.

He revealed that the strategy was born from a rigorous review of the agency’s operations aimed at motivating personnel and phasing out manual, inefficient systems.

Dr. Ogunmuyiwa introduced the SCRIPT framework as the engine room of the implementation:

  • Staff Capacity

  • Collaboration

  • Revenue

  • Improved Governance

  • Professionalism

  • Technology

“The implementation has already commenced,” Dr. Ogunmuyiwa disclosed, noting that training programs and automated audit systems are already being integrated into school monitoring across the state.

Stakeholder Endorsement

The launch received strong backing from former OEQA leaders and administrative heads. Former Acting Director-Generals Mrs. Hameedat Sanni and Mr. Remi Abdul characterized the plan as a bold and necessary step for the state, while the Director of Administration and Human Resources, Mrs. Mojisola Bamgbose, described the event as a defining moment for the agency’s service delivery.

With the launch of this Strategic Plan, the Lagos State Government reaffirms its commitment to maintaining its lead as a pioneer in educational excellence and institutional reform in Nigeria.
