The Federal Government has launched the Human Resource (HR) Modules of the Integrated Personnel and Payroll Information System (IPPIS), marking a significant step in its efforts to modernise the Federal Civil Service through digital innovation, improved workforce management and enhanced public service delivery.
The Human Resource platform, unveiled during a Go-Live ceremony organised by the Office of the Head of the Civil Service of the Federation (OHCSF) in Abuja, is designed to harmonise personnel records, automate human resource processes and strengthen transparency, accountability and efficiency across the Federal Public Service.
Government Advances Digital Civil Service Reform
Speaking at the event, the Head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack, described the launch as a major milestone in implementing the Federal Civil Service Reform Agenda.
She said the IPPIS Human Resource Modules provide a comprehensive solution for managing the Federal Government’s workforce by digitising the entire employee lifecycle rather than focusing solely on payroll administration.
According to Walson-Jack, the platform integrates biometric enrolment, employee onboarding, establishment management, payroll administration, staff mobility, employee self-service, human resource and payroll variations, as well as workforce analytics into a single digital system.
She explained that the platform currently serves more than 508 Ministries, Extra-Ministerial Departments and Agencies (MDAs), enabling government to improve data integrity, eliminate duplicate records, automate approval processes, strengthen internal controls and maintain reliable audit trails.
The Head of Service added that the system would also provide accurate workforce data to support evidence-based policymaking, manpower planning and informed decision-making across government institutions.
Locally Developed Platform Supports Nigeria First Policy
Walson-Jack noted that the migration to a locally developed technology platform aligns with the Federal Government’s Nigeria First Policy by promoting indigenous expertise, protecting the security and sovereignty of government personnel data and reducing dependence on foreign software licences.
She described the initiative as an important step towards building a more resilient, efficient and technology-driven public service.
New Platform to Benefit Over 600,000 Civil Servants
Also speaking, Chairman of the Federal Civil Service Commission, Prof. Tunji Olaopa, described the launch as the outcome of nearly two decades of institutional reforms that began with the introduction of IPPIS in 2006.

He said the Human Resource Modules would benefit more than 600,000 civil servants by enabling them to manage their personnel records electronically, download payslips, apply for leave online and access other digital human resource services.
Olaopa added that the platform would also strengthen workforce planning by providing government with reliable personnel data for strategic decision-making.
He, however, emphasised the importance of effective change management and called for the deployment of digital ambassadors across Ministries, Departments and Agencies to ensure the successful adoption of the new system.
Stakeholders Highlight Benefits of Digital Innovation
Managing Director of Soft Alliance and Resources Limited, Dr Bisi Aina, said the deployment of the SoftSuite Human Capital Management platform demonstrates Nigeria’s growing capacity to develop innovative digital solutions for public administration.
According to him, the platform will strengthen governance, improve transparency and accountability, optimise workforce management and enhance service delivery across the Federal Public Service.
Earlier, the Permanent Secretary, Career Management Office, Office of the Head of the Civil Service of the Federation, Mrs Nkiruka Jones-Nebo, described the Go-Live ceremony as another important milestone in the digital transformation of the Civil Service.
She commended the leadership of the Head of the Civil Service of the Federation for driving reforms aimed at modernising human resource management, strengthening institutional capacity and improving public service delivery.
Digital Platform to Improve Public Service Efficiency
The ceremony featured the formal Go-Live presentation of the Human Resource Modules by the implementing firm and was attended by Permanent Secretaries, senior government officials and civil servants from Ministries, Departments and Agencies across the country.
The Federal Government said the launch of the IPPIS Human Resource Modules is expected to deepen digital governance, improve workforce management and strengthen efficiency, accountability and evidence-based decision-making across the Federal Civil Service.
